AB  - The article promotes and explains the concept of implicit presence of a natural norm in human rights and freedoms which it is necessary to understand in ethical, not in legal sense.Under this concept the legislator does not put limits to constitutionally entrenched rights and freedoms, but only specifies his understanding and interpretation of rights as the reality becomes more complicated.
