Abstract

The requirement of the utmost open access to various types and forms of socially and personally significant information and knowledge is becoming still more influential architect of Russian cultural, legal, and political agenda.Libraries are one of the most necessary and efficient channels of access to these types of intellectual resources. The rapid development of information and communication technologies which created a new electronic, digital form of existence for library stock and carrying out library activity actively builds-up a necessity in new ways of regulating the relevant range of social relations. The corpus of this regulative novations being formed is sometimes referred to as Digital or Internet law.The relevant vector of development seems to become the one which would equally fairly and efficiently protect private interests of subjects of creating and functioning digital library resources, their users and wider interests of postindustrial development of personality, society, business, and state.
